Is the Paris property market really in decline?
According to a study by Meilleurs Agents published in May, property prices in Paris have fallen by 5% in 12 months. This is the first time since the 2008 financial crisis that the price per square metre has fallen close to the symbolic €10,000 mark. However, there is a disparity between arrondissements, with the 1st, 4th, 6th, 7th, 8th and 16th arrondissements remaining at a high average price, with the 6th arrondissement even exceeding 15,000 euros per m². In 2001, after a career as a classical musician, Jules Caris decided to set up his own agency in a former art gallery.
"I was self-employed and I was looking for a flat for a foreign client. After three months' work, I found her property and, given that we'd built up a good relationship, she wanted to work alongside me. So we launched the agency together," he explains.

Predicting the market: a dangerous game
Paris property prices may be falling, but they're not plummeting," says Jules Caris, "just hinting at a correction of varying degrees.
With interest rates having risen sharply over the past 12 months, though still at a relatively low level, most households, even those with very high incomes, are seeing their borrowing power diminish and therefore their purchase budget shrink, which automatically leads to this correction.
"But as the past market shows, in the medium term prices are always heading upwards in the big dynamic cities, and all the more reason for a capital as geographically small as ours.
"I believe in Paris. It is at once the economic lung, the heart of cultural and intellectual life, the face of France and the most visited city in Europe!" declares Jules Caris, who goes on to say: "Trying to predict the market is dangerous. I generally recommend that you carry out your project by positioning yourself correctly in the current market. It's better to buy a property that suits you perfectly than to wait indefinitely for prices to fall. On the contrary, it's better to become a homeowner as soon as possible and stay one for as long as possible.
In fact, I've never heard anyone say 'I shouldn't have bought 10 years ago', but I often hear 'I should have bought 10 years ago'" concludes the manager of the Galerie de l'Immobilier.
